So the player has to do a tiny bit of work to get one in working order (or just be lucky...) Anyway for gas, it is very easy. Foraging. Alternative suggestion: See if you can fuel some empty gas cans or generators at the pump (assuming you have it turned on for the latter). You can do that directly with right click as long as the power is on and you have some in your inventory. If you can’t, the pump is out of gas, and you’ll need to find another.
