Use a scope on a Lancaster with express rounds, hit them in the arm. When the map shows red because you've pissed them off, walk 2 steps NE and the red goes away. Go back to the edge of the cliff, wait for more guards. Don't use deadeye because it auto-reloads. This is a super great way to do it.

lancaster with explosive rounds , they don't have to be perfect just dead and the lancaster holds 14 rounds. Don't use deadeye, that automatically reloads. I've heard eagle eye resets the count too, so maybe avoid that. I just grab the varmint rifle and shoot a few birds. Lancaster is good too.
