Maybe the correct amount of fluid is not to the fill hole. it's hard to tell but the fluid is sitting around 3.3-3.5qts in that drain pan. everything i've ever read on diffs and t-cases is fill till it dribbles out. the linked thread claims the fluid isn't just a lubricant but also a heat sink under heavy towing loads.
