I fixed it. If u have ok internet speeds. In vortex click the purge mods button (top toolbar) uninstall the game and delete the script extender. Reinstall start a new game make a save. Then try to add it to vortex again. When u install skyrim put it anywhere but program files folder. Make a folder if u like.If you download Vortex from Nexus, install it, and then download the mods using the "Mod Manager" option in the files section for each mod, you should be able to get them installed and enabled pretty easily.
