Ford 3000 draft control adjustment.
Where the cable hooks to the rock shaft there are is an about 1/4" diameter stainless shaft that the cable pushes about 3 inches into a stainless tube. It appears to have a full range of motion. The shafts just don't move until about the last 1/4" or 1/2" of the cable movement. That's why I figured it must be the internal adjustment.

I have never had the rock shaft cover off of one of these machines but I have pulled lots of JDs. First adjustment is in Draft control and you adjust the turnbuckle. The IT manual says for current model to set the control valve to 0.030 measured from the end of the bushing. The biggest thing I found was that the draft position lever was out of adjustment (about 50% off). Adjusted per the I&T manual. Flushed the system with some diesel to clean it out, changed the o-rings / gaskets, adjusted the draft position linkage, primed the hydraulic pump and it works great.

I think most if not all 3ph's have two possible oil paths to the cylinder. One path is through the flow control valve and the other is through a ball check valve that is part of the flow-control valve assembly.
The drop speed is not affected by turning the flow control knob. It is only the flow on the pressure side that is controlled. The adjustment is only for the draft control behaviour, but it also affects the lifting speed. Therefore the bypassing of the valve by pulling the lift control lever fully up to lift at full speed.
