In TSB 14-076 Honda states that excessive play in the power tailgate arm causes the rattle on rough roads. In my case the play in a new and old arm were almost identical. There's even a thread now about "2019 Tailgate Issues" where the power tailgate won't open. If a third party power liftgate won't open after we buy bulky items from big box stores, that would be a disaster.

Ask the body shop to check on your rear (proximity/distant) sensors and make sure they are all working. Apparently, if the rear sensors sound off (activated), the liftgate function is disabled. Open the hatch, get into the car and put the car in accessories mode or start the engine. You should see "tailgate open" message if the close switch is working.
