I spent over four hours tracking down the Stones of Barenziah for the "No Stone Unturned" quest. I have collected 23/24 and now I am in the Thalmor Embassy trying to collect the last stone. I am in the room looking at the desk that is supposed to have it on it, but it isn't there.

You can also find this by going back to Thalmor Embassy by fast travel. Once there, you can pick the gate open, there are about 3 Thalmor in the front yard and about 3 in back.

I've realised that I missed a Stone of Barenziah while I was in the Thalmor Embassy during the quest Diplomatic Immunity. (i) By jumping to the right spot in the Reeking Cave and using Whirlwind Sprint to get back up to where you came from. (ii) By using a horse to jump over the fence. (iii) By using the console.
