If not then start back tracking to see where you lost the voltage. The clutch and the pto switch are both likely culprits if you have a few years of use on them. The PTO uses less than 4 amp when working properly. I can also mow for a few hours on a fully charged battery if needed. So dont see activating the pto a problem with the tractor shut off and good battery. Before attacking the pto clutch make sure everything is working properly in the PTO circuit. Selector and seat switches activating.

There are 2 pressure test ports on the tractor which allow you to A) verify that when the PTO is engaged that 216 psi +/- 10% of pressure is applied to the PTO Clutch and Brake and B) verify that 5.7 psi +/- 10% of lubrication pressure is always applied to the PTO clutch, brake, and other PTO mechanisms to keep them from being damaged.
